President Gloria Macapagal-Arroyo has announced the appointment of lawyer-educator Emmanuel Y. Angeles as new chairman of the Commission on Higher Education. Angeles, who comes from a family of educators, is widely acknowledged for having steered the growth and development of Angeles University Foundation (AUF) which her mother founded in 1962. He took another bold step in 1990 by opening the AUF Medical Center which is currently the most modern and the only private tertiary teaching, training and research hospital in Central Luzon. "Accepting the CHED post is one of the biggest challenges I've accepted in my entire life, next to building the university and medical center. I am returning to public service with the sincere desire to help improve the country's education system. The job is not easy but I am prepared for what’s forthcoming", said Angeles in a statement. Currently serving as member of the Presidential Task Force for Education, Angeles tendered his resignation as chancellor of AUF and president/CEO of the AUF Medical Center effective August 30, 2008. Angeles, who also served as President & CEO of Clark Development Corporation (CDC) and Clark International Airport Corporation (CIAC) from 2001 to 2005, has more than 50 years of experience in education. He finished law at the Harvardian and Ateneo Law Schools in 1960, Master of Laws and Doctor of Philosophy in Political Science at UST in 1968 and 1971, respectively, and completed post-graduate studies in Educational Management at the Institute of Educational Management of Harvard University. He is also the first Filipino to become president of the Association of Universities in Asia and the Pacific (AUAP) in 1998. Recipient of five (5) honorary degrees and five (5) honorary professorship from prestigious universities in Europe and the Asia Pacific Region, he has been duly recognized for his outstanding achievements, having received several distinguished awards, such as: Ten Outstanding Young Men (TOYM) Award in Social Education in 1971; Papal Award of the Noble Knighthood of the Pontifical order of St. Sylvestre in 1983; Most Outstanding Kapampangan in Private Education in 1987; Ulirang Ama Award for Education in 1987; and The Outstanding Thomasian Alumnus Award in Education, given by the University of Santo Tomas in 1999, among others. Angeles is married to anesthesiologist Cornelia Lukban-Angeles and blessed with three children who are all lawyers, namely, Sofia Grace, Joseph Emmanuel (married to lawyer Marianne Elizabeth B. Angeles) and Gabriel Martin.

New CHED Chairman Emmanuel Y. Angeles took his ceremonial oath of office before President Gloria Macapagal-Arroyo on October 10, 2008 in Malacanang. He is joined by Dr. Cornelia L. Angeles, Mrs. Ma. Loreto Angeles-Canlas, Atty. Anne Romadine Tieng, and Atty. Gabriel Martin L. Angeles.
